![]() in HSE” (Health, Safety & Environment)» 1- The Safe Behaviour Programme (SBP) : The Safe Behavior Programme (SBP) according to the Minister of Energy and Mining, is the greatest programme of training and awareness "in HSE (Health, Safety & Environment). From this ambitious and realistic programme, Sonatrach intends, according to its President and CEO, "to give each member of Sonatrach community, means that enable them each day to be fully aware of security requirements for people with whom they work and live, as well as facilities. " The SBP is within the HSE policy of Sonatrach Group and more specifically the responsibility of the human factor in the occurrence of accidents. IAP, subsidiary and training tool of Sonatrach group is in charge of this programme designed by the Norwegian oil and gas company StatoilHydro. ![]() 2- SBP objective: : The SBP aims to establish a culture of prevention and vigilance to prevent the risk of accidents. For this purpose, it tackles a complex area, which is the aim of changing the mentality. This change in mentality is a long process. Also, the SBP is long term programme. The SBP is not only a long-term, it is by definition a mass programme. It is for all those, without exception, to those which are partly linked to the workplace because security depends on all those involved directly or indirectly in the work process. ![]() 3- The five barriers against accidents.. The lessons of SBP are structured around five barriers against the risk of accidents. The barriers are the daily steps taken to prevent accidents. The Safe Behaviour Programme focuses mainly on the following five barriers: ![]() Correct prioritisation: Any conflict between security and other activity causes postponement of the planned task until the perfect command of security conditions.. Compliance: Know and respect the rules and requirements for each specific work situation. Open Dialogue: establish an atmosphere of dialogue and confidence either with colleagues, staff or hierarchy to address all problems, even personal, which may cause a risk to work. Continuous risk assessment: ask the following question before the start of any task: are there risks to be eliminated? It requires just a minute of your time. Carry on asking yourself during the progress of the task. Caring about each other: Do not hesitate to intervene to correct a colleague committing an error that could cause a risk. Your initiative is often the last barrier to avoid an accident. ![]() 4- The different phases of the programme. The Safe Behaviour Programme includes several phases: : 4-1- Before workshops - Seminars introducing and explaining the contents of the SBP to the Managers. - Preliminary meetings bringing together the collective on workplaces to prepare them for the training/ awareness. 4-2 The workshops: The workshops are spread over two days during which, the mental barriers that must be set against the risk of accidents, are taught, illustrated and discussed, using multimedia. All staff, without exception, should take part in these workshops. ![]() ![]() The workshop has a duration of two days for participants. Managers are mobilized the day before the zero day that is used to prepare managers for their special tasks during the workshop. The contents of the workshop are as follows: - The current situation in Sonatrach and the HSE challenge - The adverse consequences of severe accidents, - The direct and indirect causes of accidents, - Why do accidents occur? - Barriers against accidents. The Safe Behaviour Programme is a multimedia event. It is based on films, live presentations, interviews, competitions, discussions around tables and tasks for each group. ![]() 4-3- Monitoring sites: - Monitoring sites over several years during which SBP concepts are consolidated and tried in the workplace. The Safe Behaviour Programme depends on the unity of management within the collective. The duality Production / HSE is abolished. - Managers are responsible for monitoring on site. The HSE activity can be assessed as a criterion for the manager performance. On- site monitoring work is done over 4 to 5 years; the transformation of attitudes is a long-term work. - Training seminars of 2 days will be supervised by presenters and Panels leaders trained by IAP. The aim is to explain to managers and Heads of Department the content of the monitoring work and introduction of the supports - Under the supervision section, Department or Division heads meetings will be held on the sites work: A general meeting at the Department and six (06) SBP meetings at Service level are scheduled during a year. - These meetings will include explanations of the SBP, accidents and human errors, barriers against accidents and the study of local statistics. Movies, PowerPoint presentations, leaflets will back up these meetings which will also take note of the commitments of the hierarchy. - Visits of managers cleared of any strici mind will create a climate of confidence necessary for the consideration of security issues in the workplace. - The Various meetings and visits of managers will lead to the establishment of action plans for improving security. These plans will include feasible and verifiable tasks progressively within their implementation and are revised during the meetings of work evaluation. 5- The major mobilization of great human and logistical means. ![]() ![]() For the implementation of SBP, Sonatrach has committed major human and logistical means. Officially launched on 05 June 2007, the weekly workshops of the Safe Behavior Programme have already received at the end of June 2009 more than 35 500 participants, all social and occupational groups with over 8900 subsidiaries of the Group. The workshops, which started on 05 May 2007 in weekly sessions of 600 participants, included in the first time three operational activities of Sonatrach: upstream, downstream and TRC. At the end of June 2009, participation were as follows: - UPSTREAM Activity: 12 806 - DOWNSTREAM Activity: 6649 - TRC Activity: 5820 The second weekly sessions, officially launched on 14 July 2008, mobilized six subsidiaries: NAFTEC, NAFTAL, ENAFOR, ENAGEO, ENSP, STH, HELIOS, SIHC and Marketing Activities and functional structures of Sonatrach. They are 300 more participants per week. At the rate of 600 participants per week , we will have, by the end of 2009, the total of 45,000 participants in the workshops of Safe Behavior Programme. Sonatrach Group objective is to give this education to its 120 000 workers. That is why the SBP will run until 2016. A Sonatrach, the belief is established: the "zero accident" objective is possible.
